Invalid Delivery Point Barcode

Question first, then longer explanation: does anyone know where the rules
for printing delivery point bar codes (DPBC) for apartment complexes can be
found?

Longer explanation:
When I print envelopes using MS Word 2002, and select the option to print a
DPBC, the barcode printed appears to be wrong for some addresses.
Specifically, the encoding for the two numerical values representing the
delivery point are invalid when the address encoded is a standardized address
with an apartment number.

USPS info states that the delivery point for addresses is the last two
digits of the street number, except for some high rise buildings. In the
latter case, the delivery point Code is derived from a more complex set of
rules.

If I use USPS online services to print a priority mail label, and compare
the DPBC with the DPBC printed by Word 2002 on envelopes for first class
mailing, the barcodes differ in the DP code (last two digits encoded before
check digit). Decoding the Word DPBC shows that the barcode is using the
last two digits of the street address, which would be correct for a building
with a single addressee (such as a house). Since the addressee is not in a
high-rise, but in an apartment complex, there is some ambiguity as to which
rules apply.

Since the USPS generated label is different, it appears that Word is
incorrectly generating the barcode. Does anyone know where to find the
correct rule set for generating DPBCs, and how to update Word if I do find
them?
