inverted commas

I can't type inverted commas to start a phrase.

So what happens when you enter the inverted comma? Which version of Word,
which OS and do you have a printer connected and set as the Windows default?

?? There's a key on the keyboard that shows inverted commas
("quotes", to us Yanks).

Is the issue that they come out straight rather than curved? See
Tools | Autocorrect Options | Autoformat as you type
and make sure that the box
"Straight quotes" with "smart quotes"
is ticked.
