Invitations Delivered to another user

We have a situation where a person (User1), who has permissions to another
calendar (User2), had an invitation simultaneously delivered to User1 and
User2. This was true even when User2 was not an invitee.
The User1 has the invitation on their calendar, User2 does not.
However, when User2 uses the "Check Calendar" tool, the calendar for User1
appears. We are at a loss to explain what happened.
As a background note, the User2 has provided permissions to many others as
reviewers to his calendar. User1 has not provided permissions to User1 to
view their calendar.
Can you help?

Actually no, User 1 is not a delegate of User 2. User 2 had several other
users that he had given permissions to, but not User 1.
