Inviting a Public Calendar on an Appointment

We're running Exchange 2000 and Outlook 2000.
When users send an invite to a Public Calendar, so that it
can appear automatically in the Public Calendar it reads
tentative (light blue), instead of Busy or Out of the
Office (dark blue), which the meeting has been set as.

How can we get appointments to read Busy or Out of the
Office or can it even be done?

Can't be done, except with group schedule feature in Outlook 2002 or later.
Public folders don't publish free/busy time like mailboxes.
