I'm running Vista on a dell 1710, Outlook 2007, Iphone 3g , the only
time I can receive my emails on my iphone, is when I'm logged into
my outlook account. Either via OWA or at the office. Otherwise, I
can send, but can't receive. Obvisouly a silly setting that needs to
be applied. But which?

All transfers of data from Outlook to the phone are controlled by the
software you use to sync the phone. Outlook has nothing to do with it,
except as a data repository. It does not actively participate in the sync
and contains no settings that can control the sync.
