IRM in Outlook 2007 - Sending protected emails arrive as attachmen

Is it possible to set 'do not forward' IRM permissions to an email in Outlook
2007 without having it arrive as an attachment in a new email for the
recipient? Causing the recipient to see a blank message with an attachment.
Once they click on the attachment it checks permissions and then opens the
original email.
