IRM shouldn't assosiated with .Net Passport or e-mail account

When working with Information Rights Management clinet in Word 2003 I have to
sign in to my Hotmail Account after dialing to internet. Luckly I have an
Hotmail e-mail address but for those people who has not a .NET Passport or
Internet connection readily avilable they would forced to go to a nearby
Cyber Cafe and have to sign in for a new mail account with Microsoft securing
250 MB of hard disk on Microsoft web servers.

i really don't get you. IRM requires internet connectivity to validate his
access which is tied to his email address/passport as it's a secure way to
ensure that the target person opens the email (Password verified, etc.) I'd
love to hear how you imagine this would ideally work?

Otherwise, if you work for a company (perhaps otherwise also) you can set up
your own IRM environment using Windows Server 2003.
