IRS Zip Code BarCode Error

My envelop works fine for the zip+4 for the zip ending +0002 but I get
an error for 0115.
What is going on. This is a valid IRS Zip. Believe me when I say I
wish I was not using it. :^(

Honestly, I wouldn't bother with the Postal Bar Codes if I were you:

Further, Postal Bar Codes are primarily intended for bulk mailing anyway &
really serve no purpose for individual pieces.
