Is an .ics file updated automatically or manually?

I am trying to share my Outlook 2007 calendar with my Windows Live Calendar.
When I initially save my .ics file and share it with Windows Live, everything
transfers just fine. When I edit my Outlook calendar, though, the edits do
not reflect on Windows Live. What am I doing wrong? Does the .ics file
update automatically, or do I have to perform a "Save As..." in my Outlook
calendar every time I make a change?

The latter. An ics file is static.

It depends on what he's doing with the ics - if he's uploading, its static.
emailing it static. If he's publishing it as an internet calendar it depends
on the server and process used.

How can I publish my calendar in such a way that the .ics file will update
automatically? Do I have a choice of where I publish it?

Are you using the Publish to Internet... links and what type of live account
do you have - free or paid?

I did use the Publish my Calendar link in the Navigation Pane. My Live
account is the free account. I didn't know there was a paid option. If a
paid account is necessary, can you give me a link to get info?

free account should work just fine. I just want to be sure of what you did.
you used the publish to office online link and used your live mail
user/password, correct?

Yes, I used the Publish My Calendar option and used my live account u/p.
What I don't understand is that when I try to sync my Windows Live Calendar
with my Outlook '07 Calendar, it asks for an .ics file on my computer to
import. It doesn't access my published calendar. My .ics file imports fine,
but the .ics file does not get updated when I update my Office calendar. So,
how do I get current updates to transfer to my Windows Live Calendar with
having to run new imports each time I open it up?
