Is auto-forwarding to an external organisation blocked by Outlook

In our company we have a need to receive reports from remote sites to our
central server. This is started by remotes sites sending reports as
attachments to a dormany user account i.e. not attached to an individual who
monitors it daily. The reports are then auto-forwarded from within the
'dormant' user account via 'rules' to a distribution list of recipients.

This works fine for anyone on the distribution list who is within the
current domain on the server i.e. inside the organisation. However it does
not work for any email address outside of the organisation i.e. requiring a
send outside of the server via our firewall to the internet.

There is a warning on the MS Help on rules in Outlook that recommends not
doing this for security reasons but it does not say it is prohibited.

Does anyone a) know if Outlook blocks this action or b) know what other
issue is stopping this action? If there is a 'block' does anyone know how the
autoforwarding might be achieved.

We operate virtually 24/7 at remote sites but normal office hours at HO
where the server is sited.

Assuming you mail servers are Microsoft Exchange, then there are options
server side that can stop things like auto forward/reply and out of office
notification from working.

Our admin is managed through an outsourced contract. Could you please let me
know what settings to alter as they do not seem to know anything about this
and our company has no control over the server settings directly. I will then
pass on the message and ask for a refund!!!

Assuming Exchange 2003...

Open Exchange System Manager > Global Settings > Internet Message Format >
r-click on the domain (Default?) > select properties > Advanced tab >
checkboxes they are after are at the bottom.
