It's not legal to sell OEM copies without the machine, if I recall
correctly. As to whether it will work....it might. Some OEM-branded
software checks for the machine it's being installed on. I don't know if
that's the case with OEM versions of OneNote or not.
Besides what Ben said, the OEM versions are usually only good for a specific
brand computer. We've found out they won't even install on a desktop if
they were intended for a Tablet PC by the OEM. The regular version allows
two installs - desktop and portable computer.
