Is it possible to make an address link or shortcut, or command line command
to go to particular page in OneNote?

If a section file is opened, there is no way to choose which page is opened,
and just the last page to be used is displayed.

If you right click the page, you can "Copy Hyperlink to this Page." That
link will naviagate you the to the selected page.

You can also install a favorites poweryoy
fromhttp://blogs.msdn.com/johnguin/archive/2008/03/03/a-new-onenote-favorites-powertoy.aspx which may help.

Yes, hardly anything easier than that.
Just right-click at the proper position of a page and select
"Create Hyperlink ..."
Then paste the hyperlink to the wanted place.

This also works pretty fine with "shortcuts/links" (on the desktop
and/or in the programs' menus).
F.e.: I have a link on my desktop for the page(s) with our university's
telephone-register [PDF printed to ON]). So it's just one click on the
icon on the desktop to open the page with the phone numbers. And due to
ON's great OCR feature I can then easily search for the wanted person.
