Is it possible to not install the conversion tool?

We would like to move forward to Access 2002, but there are concerns from our
IT department that any other database that we would come in contact with
would be converted or damaged.

My questions are:
Is it possible to not install the conversion tool?
Is there a way to disable the conversion tool?

There isn't a conversion tool: it's part of the product.

There is a registry entry you can set to stop having Access prompt users to
convert: they'll have to explictly convert (through Tools | Database
Utilities)
