is it possible to schedule export (csv) from outlook contacts

I know it is possible to schedule a backup to pst, but I need to be able to
export to a format that can be read by third party software.

You can't <schedule> any import or export function via the native Outlook
import/export wizard.

Depending on the importance of your requirement - the following link for
ContactGenie Exporter Advanced may be of interest (supports export templates
which can be run via the commandline which can be invoked by Windows task
scheduler - Outlook not required to be running).
