No, Dennis, Office 2003 can only be upgraded from Office 97 or later.
You should also be aware that Office 2003 requires Windows 2000 or later, so
if, as Milly has insinuated, you have Office 95 running on Windows 95, then
you really don't have an option to get to Office 2003.
However, since I easily read that you've installed the Office 95 on your
"NEW LAPTOP", then I imagine you have sufficient resources and a new enough
operating system to support Office 2003.
You could purchase an upgrade version of Office 97 or Office 2000 for a
fairly low price, which would then qualify you for upgrade pricing on the
Office 2003 edition.
Also, generally, Microsoft only permits upgrade pricing within the same
edition of Office -- Small Business, Standard, Professional -- so if you did
want to try this option, you'd need to be sure to purchase the edition of
Office 97 or Office 2000 that matches the edition of Office 2003 that you
wish to purchase.
I'm seeing Office 97 Pro for sale on eBay from $50 to $100, which is less
money than the price differential between the Upgrade and Retail pricing on
any Office 2003 edition.
Otherwise, you'd need to purchase the Retail package.
