is my outlook compatable with my internet provider tiscali ?

I have used Microsoft outlook for many many years without any issues.
However, just recently it stopped operating by giving me a message error
0x8007007e? i have contacted my network provider tiscali and they inform me
that microsoft outlook is no longer compatable with their system and i know
have no option but to recieve and sent my e-mails through the tiscali web
page? I have tried to reconfigur outlook without success. Could someone
please advise me on how (If possible) to reinstall outlook or do i have to go
through my web provider?

Last time I looked at Tiscali help pages there was info on how to set up
Outlook Express, the settings are the same for OL
