I have users using project 2002 and want to know that if I
bought project 2003 that my documents would work with
project 2002.

The plan (mpp) files are interchangable between 2000, 2002, nd 2003.

Yes, though as with all upgrades, you will lose anything that the upgrade
produces that's not available in the earlier one.
