It is actually an Install instead of a download. Download signifies that
you are receiving a file from the internet or other online source. Install
is the process of taking compressed installation files and placing them on
your hard drive along with the supplemental drivers or installation
configuration files that are placed within the operating system.

Whether you can use the CD that you currently have for Publisher depends on
the license that was received when the software was purchased.

If the software is part of an Office OEM (OEM or "for sale with a new
computer" on the disk) version you can't install on the second computer
ever.

If you have a retail license, you can "(a) install and use a copy of the
Software on one personal computer or other device; and (b) install an
additional copy of the Software on a second, portable device for the
exclusive use of the primary user of the first copy of the Software."

Enterprise (versions supplied by your business) are limited by the number of
licenses purchased by your company.
