Is "redirect email" only available for exchange users?

in Outlook 2003 i need to create a rule to redirect messages to another email
account.

....but my copy of Outlook 2003 doesn't have "redirect" as an option in
rules, even though i've seen pics online where it's supposed to be right
after "forward it to people or distribution list as an attachment" and before
"reply using a specific template".

Is redirect only available to exchange users?

You'd have to use forward. You can't redirect mail that is sent to you and
have it appear to be from the original sender - that would be a function of
your mail server if you could do it.
