is SharePoint Designer available as an upgrade to FrontPage?

i see that if i have FP 2003 i can use it with a downloadable version of an
upgrade of EW, but is the SharePoint Designer 2007 upgrade for FP 2003 as
well? or do i need to purchse the whole package new?
