Is subscription is required to get notifications?

Hi,
In Project Server 2007, when a risk is assigned to the user 'x', does the
system send an notification to 'x' automatically (without subscribing to
notifications by the user 'x')
Assume configurations are done properly in Sharepoint central admin and
Project server admin for smtp settings.

No, and the project server SMTP settings will not help, you'll need to
configure the SMTP settings for WSS!
