is text copied then pasted from 1 note editable in other programs?

Sometimes it seems that when I copy and paste text from One Note to another
program, such as Outlook or Word, that it comes as an image rather than as
editable text. I'm wondering whether there is a way/method/process that
enables me to always bring text in as editable when landing in another
program?

If the program supports it (and Word and Outlook do), Edit | Paste Special
should have some additional formatting options from which to select before
you paste.
