Is the IE patch buggy?

Yesterday I downloaded the latest IE 'critical patch'.
Since then, clicking on a URL link in a message in Outlook Express cause
Outlook Express to hang.
I know I can use copy and paste (IE to OE) but it there a real fix?

This is the Office newsgroup, the referred to "critical patch" is not
applied to Office. Please seek assistance in the internet
explorer/outlook express newsgroup
