Nobody knows as there is no such product as Office 2003 Premium.

Possibly are you referring to Office 2000 which had a Premium edition. There
is no Office 2003 Premium

It is Office 2003 with at least, Word, Excel, PowerPoint, Access.

Hi Mike,

While both the Dragon and MS Office speech tools can
use the MS Sapi 5 speech engine (http://microsoft.com/speech)
the Dragon v8 systems
( http://www.scansoft.com/naturallyspeaking/ )
have more functionallity and customization
features and can work outside of Office/IE/Outlook express,
but is, of course, an additional purchase. It depends on
the features you need if the Office version is good enough
