Is there a global page template setting?

Is there anyway to set the page format template globally?

I do know how to set the template format within a section (via the
Taskpane template menu and then set a default template for that
section) but is there a way to not have to do this everytime I create
a new section.

To put the problem differently, the 'no default template' setting that
you get when you create a new section seems to be set to a white
background with ruled lines. Is there a way to change things so that
this 'no default template' is something else (e.g. tan background, no
lines)?

We only can set default template per section.

Rule line is not part of template.
