In the real world of projects, where change orders are normal and budgeted
man hours and durations can and should be indepentant of one another, why
doesn't MS Project allow true scheduling where a task's duration or finish
date is subject to change though the budgeted man hours need not change, or
the budgeted man hours may change but the duration need not change.

Hello dsbiloxi,

I'm not sure I understand your definition of "true scheduling" but
Project can do what you ask.

Set your task as Fixed Work:
Change duration
Work doesn't change
Assignment units change

Set a task as Fixed Duration
Change Work
Duration doesn't change
Assignment units change

In project, man hours and duration can be independent of each other. You can
change work and keep duration the same or change duration and keep work the
same.

I think project does allow this. Have you looked at the various task types
and settings?
