Is there a template for a Terms of Reference available?

With a view to creating a formal agreement between two parties it is usual
for a Terms of Reference be established that both parties agree to. This lays
out the subject matter, common objectives, ways in which the objectives will
be reached (usually via 'tasks' or 'products') i.e tangible documents or
other outputs that allow delivery of the final complete product (final
objective).

I was wondering if such a template is available.
