Is there a way auto-generate and enforce a signature in Outlook?

My company is wanting to find out if there is a way to create a standard
signature for the employees and enforce them to use it. Does anyone know of
a good solution that can generate signatures and a way to enforce the use of
these signatures?

The clients are using Outlook XP-2007, Exchange 2003, and 2003 Active
Directory.

There are several Exchange level solutions for this but this means that the
end-user will not see the signature (as it will get added by Exchange). An
Outlook based (but centrally managed) solution is;
