Is there a way to assign issue to a non-project server user?

We have several projects where there are outside vendors who are assigned
issues & risks on the project but they don't have access to project server.
I would like to be able to add their name as the assignee so that I can
export and send them a copy of the issues assigned to them. However, I can't
find a way to do this as the only assignees that show are project server
users. Any ideas?

Tricia:

You'll need to set them up in Project Server despite the fact that they
won't be using it. It's the only way to make SharePoint aware of their
existence.
