Is there a way to download e-mail for a web mail to outlook?

My web-mail inbox in almost full and it says that I can download the e-mails
to Outlook, but I do not know how.

You have to set up either outlook or outlook express (aka windows mail) on
your PC following the instructions posted on your ISP web site.
(For email only Outlook Express / windows mail will be maybe simpler for
you)

which ver of outlook you are working on
wht is the e-mail address or type of e-mail account ( http or pop3).
how do you determine that your mailbox is full.

"Aka"? Does Windows Mail use the same executable name as Outlook Express
(msimn.exe)?
