Is there a way to eliminate flickering in pull-down menus

I'm using FrontPage 2003 and I really like the pulldown menu feature. The
problem is that no matter how I do it, there's a major flicker that occurs as
the user scrolls up and down the buttons on the submenu. This appears to be
related to the "onmouseover" visibility control - the entire submenu flashes
invisible for a milisecond every time the mouse moves from one button to the
next, and it happens whether or not the buttons themeselves are set to change
their appearance onmouseover.

Sure. It's drbova.com. This is a very preliminary version, so most of the
hyperlinks don't work. The problem is the pulldown menus under the headings
"our Office," "Our Staff," and "Our services."
