Is there a way to have outlook recieve phone calls?

I understand that outlook can send phone calls, but can it recieve them?

Who's gonna pick up and what do you want Outlook to do?
There are quite a few add-ins for that but most are tied to the modem or
VOIP solution you are using.

The scenario would be someone calling my number, and me using my computer to
answer the phone. If outlook is unable to do this, is there another program
anyone is aware of that can do it?

Well Outlook can't pick up a phone for you and doesn't have any clue that
you are talking on the phone through your computer. Like I said; this is up
to the hard- and software you use for making the phone conversation to begin
with.

Avaya and Siemend have some great corporate solutions where you can either
have it use its own client software or have it tie into Outlook through an
add-in (even store the conversation in Outlooks Inbox or Sent Items). Skype
also has an add-in for Outlook but I don't know how advanced that one is.
But again; check what your phone hardware can support.
