Is there a way to link a text object to a tab?

I want to create links in my ToDo list so that I can, from the to do list go
to another tab associated with a todo item.

Lets say a todo item is to create a website, and I have another tab that
outlines the project (create web). I want to link from the todo to that tab

Linking among OneNote pages is an often requested feature. It's not
available in OneNote SP1.

One approach to this kind of problem is to have the To Do List in a
specific page then the tasks as subpages.

Or have the ToDo List as one page in a section and have additional
pages in the section for the tasks.

Either way you can use page tabs or subpage tabs to navigate around.

But that approach has its limitations and demands a little planning.
It works for small scale. It won't scale well to huge numbers of
tasks.
