I'm trying to design a web page using publisher and I would like to have the
background graphic locked in place to keep from scrooling. I know if I can
find the original html text I can add a tag. How do I do this?

I talk about backgrounds in Publisher in the article -

The browser adding scroll bars depends on the display resolution, the page
width of the Publisher web, and the browser window sizing.

Now when you use a graphic as a background versus an html color the
background tag image is tiled by the browser. If you had a single large
image you wanted to use as a background you should just insert that on the
page and layer the content objects over it. The background would still exist
so you would then set the background color you wanted to fill in any extra
space. You could just pick a color in the image and match the background to
it to give a transition effect. You can use File, Page setup to set the web
publication width to the width of the Background image.
