How can you make a table or spreadsheet in Microsoft ONENOTE??

The short answer "You cannot" 
However OneNote does allow you creating sort of table constructs on TAB
(type TAB type) for which you can then resize column width (right click the
paragraph handle of a paragraph to the right of the column you want to resize
and use the context menu). But there are no borders and no other formatting
options.
