Is there a way to manage time «banks» in Project Server

We have a situation we are trying to replicate in Project Server 2003.

We keep track of overtime on a weekly basis for ressources and allow them to
accumulate time to use it later when they do not have enough time in a week
to meet the minimum working time. For example, someone who worked 45 hours in
a week can bank 5 hours for future use.

Can we do this in Project server 2003 ?

If you collect overtime as overtime in Project Web Access, you can certainly
accumulate totals worked, but I caution you about using a system designed to
track project as a way of tracking payroll issues. Project was not designed
as a payroll system and you have legal liabilities to consider. I suggest
using a fully-baked payroll system to track comp time rather than running
the risk of violating labor laws and sacrificing auditability.
