Is there a way to save text as an image?

I'm creating a web site (in Frontpage) and I have 2 words, one of
which I want to superimpose onto of another. I have not figured out a
way to do that. I thought maybe I could save one word as an image and
then use another feature that allows me to add words onto of graphics.
I've tried Word, and Frontpage and various applications. Is there
some way to do this?

You could print the document to the MS Image Writer which creates
a graphics file instead of printing it.

Why would you use Word when you are creating a website? In
Frontpage, make a table with the picture in the background of
the table. Any text in the table will be in front of the
picture. Disable the table border and make the size of the table
equal to the size of the picture. Set valign to center.

You can also try to use text boxes, but that can be a little
tricky since those behave differently in different browsers.
