Is there any method of controlling when Outlook and Gmailsynchronizes.

Yes & no;
You ether auto send/receive every xx minutes or remove the auto send/receive
and do it manually.
But then why should a sync interrupt your work?

For some reason, it locks up my PC.

You might want to address that issue rather then worrying about
synchronization schedules.

The first thing to try is to delete the file profilename.SRS (where
"profilename" matches your mail profile name) in the (usually hidden) folder
%AppData%\Microsoft\Outlook.

I use Sync2 program to sync Google calendar with outlook. It also ha
feature to sync Google contacts, but I don't use it. Actually it is ver
good and stable program, which works in background without interruptin
my work.

I suggest you to try it too.
