/isapi/pjdbcomm.dll Error

Error:

The folllowing file(s) have been blocked by the administrator:
/isapi/pjdbcomm.dll
This happens when I try for the first time in Project Professional 2003
using
Enteprise Options to connect to the Project server as the PWA Administrator.

I have enabled anonymous acces in IIS Admin to the pjdbcomm.dll file
but cannot connect from Project Pro 2003 client software.

Any help would be appreciated,

Bob:

This error indicates that you haven't configured your application server to
allow all unknown ISAPI filters. This is a requisite step for running
Project Server. For additional information on configuring your Application
server for Project Server, see the installation guide. Read all of it,
because if you're missing pre-installation steps, you're likely to miss the
after installation steps as well.
