Issue after installing SP2 for Office XP

I applied Office XP SP2 and I am now having the following
issues with Outlook.

#1: When I go into the Properties\Permissions tab of any
item, Inbox, Calendar, etc... the permission options for
everybody but 'Default" are greyed out?

#2: (1) user that had SP2 applied cannot send email. This
issue is user specific. When I log into any workstation
that has had Office XP SP2 applied as this user the issue
occurs.
