Issue deploying C# assemblies for Excel (com reg issue)

Hi,
I develop quite extensively for Excel, but we have endless issues
deploying my solutions. Some of these are VSTO, some are simply
assemblies exposed as COM objects. I create setup projects but the
resultant msi requires admin rights to install.
For non super users we've tried logging in as a super user and
installing, but when we switch back to the non super user, the COM
registration seems to have disappeared.
The setup project is set to install for all users, and as mentioned
works perfectly for users with admin rights.

Has anyone experienced this or have any thoughts on what is going on?
