Issue reusing meetings with reminder?

We have some users who are trying to "reuse" a meeting invite in Outlook 2003
SP3 on WinXP SP2. They are having issues with the meeting reminder.

The scenario is this:
They schedule a meeting with 20 people.
The meeting date/time successfully passes - reminder worked fine.
They now want to schedule a second meeting with the same participants.
They open the "past" meeting - update the date/time to the future and check
that they want a reminder.
When the recipient opens/accepts the invite - the reminder is NOT on.

Has anyone seen this before? Is this behavoir "as designed" or a possible
bug?
