Issue when you select the project name instead of a task in theoption "add lines"

We are using currently timesheet in EPM.
We are facing an issue, the user can put time directly on the project
without selecting any task
by that i mean he/she can select "Project Name" itself in the "Add
Line" feature of "My Timesheets" instead of selecting individual
tasks , the project is then inserted as "Top Level"
task and user can put his/her effort against that.
it' s an issue because when the project leaders want to generate
reports, update their plans.. they don't have to full picture of
tracking in MSP.

Any help in this regards will be appreciated.

Your team members are improperly using the My Timesheet functionality in
Project Server 2007. Actually, they are taking the lazy way of reporting
time. This is a training and performance issue. You need to train your
team members how to report time, and then hold them accountable for their
actions. Hope this helps.

Make sure that your default timesheet creation mode is set to use "Current
Assignments," which guarantees that the user's current tasks appear in the
timesheet when they create it. This will make updating the correct tasks a
bit easier and fewer clicks than adding a line. The rest, as eDale suggests,
is a training issue.

Thanks Dale and Gary,
You are right that its a training as well as performance issue . We
need to train our Team members to use the Timesheet properly. But ,
still the question remains that Why Microsoft has provided such
feature to add line to timesheet against Project name when it cannot
be tracked , I've even tried to import the "Top Level" project data
from "My Timesheet" to "My Tasks" but it didn't work as well. So, I
wanted to know whether this problem is a known issue to Microsoft.
If yes, then when Microsoft is thinking make a release to address the
issue.

This is actually by design. The Timesheet is intended to cover a number of
usage scenarios, one of which is to collect time at various levels of the
project or even at simply the project level. The Timesheet is also designed
to be used completely disconnected from project assignment tracking. IMO,
the problem is what's missing rather than what's there. Unfortunately this
is a "first" release and it doesn't have a lot of user controls like a
granular option to lock rows to entry. You can get better timesheet systems
from Microsoft partners or you can delve into customizing the built-in
version in Project Server. I think everyone will be pleased with the
evolution of this feature in P14, but like always, it won't satisfy
everyone's requirements.
