Issue with set lanugage box

The "don't check spelling" box in the set language box under "review"
continually re-checks itself so spell checking isn't working within my
document. I can see the misspelled words, press F7 and spell check will tell
me everything is ok. Go back to set language and that damn box is rechecked.
Can't seem to figure out where to go to fix this thing. In one research
paper have been known to look at this setting 10 times, uncheck the box 10
times and find it re-checked 10 times. Any ideas?
