Issues Customization

I like the ability to put custom fields on the Issues. However, I see no way
of applying the customization to the Issues section for all projects. Does
anyone know a way that I can avoid having to do the same Issues customizing
every time I create a project?

If you want to apply a custom change to existing sites you can look up
a product from an Australian developer who has some good tools. MS
don't provide much in this area

When I get to the step of importing the file and typing in the stsadm.exe...,
I am getting an error that that command ststadm.exe is not recognized at all.
Any ideas?
