Issues linked to tasks

I am using Project Server with SharePoint. I want to maintain a list of
issues that is not tied to a specific project. I also want to be able to
create projects and link issues from this (big) issue list to the tasks that
I create in all my projects.

Is there any way to do this?

Not using out-of-the-box capabilities.
