issues printing memo in report

here's my situation, please help...

ISSUE NO.1
i've got three fields on the report: name, date, memo

if the memo field is longer than the first page of the report itself, it
leaves the first page of the report blank and begins on the second page of
the report.

ISSUE NO.2
(on the same report as in issue no.1) a record will take up the the first
one-third of the first page of the report and the second record will take up
more than the other two-thirds of the page so it starts itself on the second
page of the report leaving the bottom two-thirds of the first page of the
report blank.
