Issues with opening and editing a .mpp file in SharePoint site

MS PROJECT 2007 - SHAREPOINT 2007/WSS 3.0

Both users have MS Project 2007 installed and Contributor rights to the
site

The first user opens a .mpp file in "read only" in a SharePoint site

The second user attempts to check out and edit the same file and gets a
message that the file is locked by the first user. The second user is
only able to view the file in "read only". Shouldn't the second user be
able to check out and edit the file since the first users has it open in
"read only"?
