Issues with Styles, Templates and Shortcut keys in a multi lingual

I have several issues with styles and template in our environement for which
the windows language is set to different languages. All our documents are
written in English (UK) though:

1. I have created a template which only holds the styles the users are
supposed to use. I have created shortcut keys to some of the styles. When the
users creates documents from the template the shortcut keys does not always
work. Why? Could it be the language setting

2. Although the users create their documents from my template in which the
language is set to English (UK), they have to manually set the language again
to get the right spell check language. Why?

3. Although the users create their documents from my template they can use
any style they can see that is available when selecting to show all styles.
How can I prevent this from happening? They should only be allowed to use the
styles in my template.

1. Did you make sure to save the shortcuts in the template? If you
inadvertently saved them in your Normal template, of course they won't
transfer to users' computers.

2. Documents created from a template will use the language of that template;
that is the general rule. But see also

3. You can set formatting restrictions: Open the template as a document. On
the Developer tab of the ribbon (which you can display via Office button |
Word Options, Popular tab), click Protect Document. Click "Limit formatting
to a selection of styles" and then click Settings to select the styles users
should be able to apply. Note, however, that formatting and editing
restrictions are fairly easy to bypass.
