Issues with Word publication Templates

Trying to work on templates and some of the latin text and page elements on the second page on cannot be edited?

Is there anyway to do this, or is this an issue with the templates themselves?

That would be an issue with the template itself.

If the subsequent sections are Protected, you cannot edit them.

Have a look at Tools>Protect Document...
